Now there are many different ways of getting Android (not fully functional) on your HP TouchPad. We all know how polished of an OS is webOS, but there are still many Android users that would like to experience Android on the TouchPad. Hence a $99 quality Android Tablet. Now the question is if it is really a better experience. The App selection is greater but I don't see how anything that is not HoneyComb can perform better than webOS functionality wise.
